

Education CS Ogamba Promises Timely Release of Sh14 Billion Capitation.

Education Cabinet Secretary (CS) Julius Migos Ogamba has urged secondary school heads not to send students home over delayed capitation, assuring them that the Ministry of Education is working closely with the Treasury to release the remaining Sh14 billion for first-term capitation next week.
Speaking at the Eldoret National Polytechnic during the Technical and Vocational Training (TVET) Principals’ quarterly meeting, CS Ogamba emphasized that his team is working around the clock with the Treasury to ensure timely disbursement of funds to schools.
“It is not the parents who pay the fees; it’s paid through capitation from the government. We are doing everything possible to ensure the balance is paid, hopefully by the coming week. A team from the Ministry is in Treasury to find out if there are adequate resources so that the capitation can be released,” stated Ogamba.
He further noted that the government is developing a long-term mechanism to ensure capitation funds are released on time to prevent recurring financial difficulties for schools.
On the controversial university funding model, Ogamba disclosed that the presidential review team, formed by President William Ruto, is finalizing its report. The review team has assessed concerns raised by Kenyans and those highlighted in court cases, aiming to develop a funding model that addresses previous challenges and ensures accessibility for all students.
“We want to ensure that the findings are implemented so that by the time the new cohort of students reports in September, we will utilize a funding model that is fit for purpose and free from the challenges of the previous system,” he added.
CS Ogamba also emphasized the importance of integrity and professionalism in public institutions. He urged governing bodies and administrators to work within their mandates and avoid interference in management affairs.
“We want people to do what they are mandated to do without overstepping their responsibilities. Institutions should function in harmony, and any instances of mismanagement or political interference will be met with stern action,” he warned.
Regarding TVETs, Ogamba highlighted the government’s commitment to absorbing a significant portion of the estimated 3.5 to 4 million unemployed youths into technical and vocational training institutions to equip them with practical skills for the job market.
The CS was accompanied by Eldoret Polytechnic Chief Principal Dr. Charles Koech, alongside other senior officials in the education sector.
