UNEP Announces New Consultancy Vacancies in Environmental Project Management and Evaluation.

Nairobi, Kenya – May 8, 2025 — The United Nations Environment Programme (UNEP), the global authority on environmental matters, has opened recruitment for two key consultancy roles based in Nairobi. These positions aim to strengthen the organization’s commitment to sustainable environmental governance, climate change mitigation, and biodiversity conservation across Africa, Central Asia, and Europe.

As part of its mandate to support sustainable development and promote effective environmental project implementation, UNEP is seeking qualified and experienced professionals for the roles of Terminal Review Consultant and International Technical Adviser and Monitoring-Evaluation. The application deadline for both roles is May 15, 2025.

1. Terminal Review Consultant: GEFID 10043 CBIT Azerbaijan and GEFID 10002 CBIT Eswatini Projects

This full-time consultancy position will support the final review of two Global Environment Facility (GEF) projects in Azerbaijan and Eswatini. The consultant will be responsible for evaluating project outcomes, reconstructing the Theory of Change, conducting data analysis, and preparing the Terminal Review reports in line with UNEP evaluation guidelines.

Key Responsibilities:

  • Lead project desk reviews and stakeholder interviews

  • Develop and execute review protocols and schedules

  • Draft and finalize Terminal Review reports including a “Response to Comments” annex

  • Coordinate findings with the GEF Climate Mitigation Unit

  • Ensure a participatory and transparent evaluation process

Required Qualifications:

  • Advanced degree in economics, environmental sciences, or related fields (a first-level degree with two additional years of experience is acceptable)

  • Minimum 5 years of relevant experience in project evaluation in developing countries

  • Regional experience in Central Asia, Europe, or Africa is required

  • Familiarity with climate/environmental projects is preferred

2. International Technical Adviser and Monitoring-Evaluation

Also based in Nairobi, this consultancy role will provide strategic technical guidance for a UNEP-GEF biodiversity project. The adviser will coordinate project implementation, design monitoring systems, oversee reporting, and ensure alignment with global biodiversity and sustainability goals.

Key Responsibilities:

  • Develop and implement project management and monitoring plans

  • Coordinate with national project teams, consultants, and partners

  • Facilitate Project Steering Committee meetings and reporting

  • Integrate biodiversity conservation and ecosystem service strategies into project design

Required Qualifications:

  • Advanced degree in environmental science, biodiversity, geography, or related disciplines

  • Minimum 4 years of relevant experience, including at least 5 years at the international level

  • Proficiency in monitoring tools, GIS software, and project management frameworks

  • Prior experience with GEF projects and UN reporting mechanisms is highly desirable
