TSC’s New Guidelines for Teacher Transfers: What You Need to Know.
The Teachers Service Commission (TSC) manages teacher transfers to ensure equitable distribution of teaching resources across the country. The transfer process is carried out by different committees, depending on the scope of the transfer: the County Transfer Committee handles transfers within a county, the Regional Transfer Committee oversees transfers within a region, and the TSC Headquarters Transfer Committee manages inter-regional transfers.
Teachers wishing to transfer must submit a complete online application through their head of institution. Transfers are contingent on the availability of a vacancy and a suitable replacement. Generally, transfers are conducted during school holidays unless otherwise determined by the Commission. Once a transfer is approved, the teacher receives a transfer letter and a release letter from their current head of institution.
The head of institution is responsible for releasing the teacher within the stipulated time and exiting them through the posting, entry/exit portal. Upon arrival at the new school, the receiving head of institution must submit an online entry report via the same portal.
The Commission has the discretion to transfer a teacher, whether or not the teacher applies for a transfer, and it can also decline a transfer request. If a teacher appeals against a transfer decision, they are still required to report to the new school as assigned while awaiting the Commission’s final decision on the appeal.
Once a transfer application is submitted, its status can be tracked through the online portal. The status options include:
- Acknowledged: The transfer request is under review and is pending the availability of a suitable replacement or vacancy.
- Not Approved: The transfer cannot be processed due to the unavailability of a vacancy or suitable replacement.
- Approved: The transfer has been authorized.
For detailed instructions on how to apply for a transfer, teachers can refer to the user manual available on the TSC website. Teachers also have the option to submit appeals related to transfers within seven days of the transfer date to the County Director, Regional Director, or Director of Staffing.
