Kenya Cabinet Approves Affordable Housing Regulations 2024 to Boost Home Ownership Access.
The Kenyan Cabinet has officially approved the Affordable Housing Regulations 2024, marking a significant step toward making homeownership more attainable for citizens. As part of President William Ruto’s Bottom-Up Economic Transformation Agenda (BETA), the new regulations aim to operationalise the Affordable Housing Programme and provide a legal framework for nationwide implementation.
A major highlight of the regulations is the reduction of the housing deposit requirement from 10 percent to 5 percent. This move is expected to ease the financial entry point for aspiring homeowners and increase access to affordable housing for low- and middle-income earners. The government also outlined provisions for equitable allocation across income brackets, ensuring fairness and inclusion in housing distribution.
The regulations cover standards for development, design, and long-term maintenance of housing projects across all 47 counties. They provide for structured financial support, including low-interest mortgages and deposit assistance for those unable to pay upfront. These policies aim to support both homebuyers and developers through sustainable financing mechanisms.
In the same Cabinet meeting, the government also approved the Public Procurement and Asset Disposal (Amendment) Bill, 2025. The Bill introduces mandatory electronic procurement (e-procurement) for all public entities, a move designed to enhance transparency and combat corruption. It also includes reforms that empower local contractors, support SMEs, and increase participation of women, youth, and persons with disabilities in public procurement processes.
