Chief Serjeant-at-Arms PSC 15 (National Assembly)
Location: Nairobi
Job Type: Full Time
Qualification: Masters (MBA/MSc/MA)
Experience: 15 years in disciplined services with 3 years in senior management
Key Responsibilities:
Head the Serjeant-at-Arms Directorate, overseeing the Chamber, Public Gallery, operational, liaison, estate, and event management.
Manage ceremonial duties including the protection and use of the Mace, swearing-in ceremonies, and coordination of elections for the Speaker and Deputy Speaker.
Ensure security, safety, and risk management within Parliament precincts, liaising with law enforcement agencies.
Execute laws, directives of the Speaker, and manage the Directorate budget according to the Public Finance Management Act.
Supervise staff, plan and implement annual work plans, and oversee international parliamentary events.
Requirements:
Masters degree in Security, Criminology, or related field.
At least 15 years cumulative experience in disciplined services, with senior management exposure.
Exemplary service record attaining rank of Major, Senior Assistant Inspector General of Police, or equivalent.
Compliance with Chapter Six of the Constitution.
Director – Audit, Appropriations, and General Purpose Committee Services PSC 15 (National Assembly)
Location: Nairobi
Job Type: Full Time
Qualification: Masters (MBA/MSc/MA) and Bachelor’s Degree in Social Sciences or relevant discipline
Experience: 15 years relevant experience, 5 years in senior management
Key Responsibilities:
Lead the Directorate of Legislative and Procedural Services, Committee Services, or PSC Secretariat.
Facilitate effective operations of House leadership, plenary, and committees.
Ensure adherence to House Rules and Procedures and provide professional guidance to MPs and stakeholders.
Develop public engagement mechanisms and ensure accountability in resource management.
Prepare annual work plans, procurement plans, and implement performance management systems.
Requirements:
Masters degree and a Bachelor’s degree in a relevant field.
At least 15 years of experience in parliamentary affairs or public service, with 3 years at Deputy Director level.
Certificate in Strategic Leadership Development (SLDP) or equivalent.
Demonstrated knowledge of parliamentary procedure, Standing Orders, and relevant laws including the Constitution, PFMA, and Public Procurement and Asset Disposal Act.
Strong leadership, management, negotiation, and conflict resolution skills.
